1. 028 and 002 were approaching the leeward mark of race 2.
2. 028 was clear astern of 002 at the zone.
3. 028 established an overlap from clear astern and to leeward of 002.
4. During the rounding of the mark, 0287 collided with 002 causing minor damage.
5. 002 hailed protest and displayed a red flag.
6. The umpires signalled tat 028 had broken a rule.
7. 028 carried out a penalty turn after rounding the mark

As 002 was windward boat she was required by rule 11 to keep clear of 028. However, as 002 was entitled to mark room she is exonerated from her breach of rule 11. 028 was clear astern of 002 at the zone and was required to give 002 mark room. 028 failed to give 002 mark room as required by rule 18.2(c).

028 breach rule 18.2(c) but as she carried out a penalty turn, no further penalty applies.
